ABOUT SONOMA COUNTY VETERANS BUILDINGS

In addition to accommodating veterans’ activities, each building serves as a cultural center for the entire community. 

Seven Veterans buildings remain in Sonoma County.  Although each building is managed and maintained by different entities under the County of Sonoma umbrella, all Veterans Memorial Buildings are governed under the California Military and Veterans Code.  

The City of Healdsburg has a dedicated Veterans Memorial Beach rather than a Veterans Memorial Building. 

Veterans Memorial Buildings Are Maintained by law

California Codes are 29 legal codes enacted by the California State Legislature, which together form the general statutory law of California.  The law of California consists of several levels, including constitutional, statutory, and regulatory law, as well as case law. The California Codes form the general statutory law, and most state agency regulations are available in the California Code of Regulations. 

Sources of Law
  • Constitution of California (Primary Source) – Is the foremost source of state law.
  • Legislation (Primary Source)  – Legislation is enacted within the statutes, which in turn have been codified into the 29 California Codes.
  • Regulatory Law (Primary Source) –  State agencies promulgate regulations with the California Regulatory Notice Register, which are in turn codified in the California Code of Regulations. 
  • Binding Legal Precedents (Primary Source) -California’s legal system is based on common law, which is interpreted by case law through the decisions of the Supreme Court of California, California Courts of Appeal, and Appellate Divisions of the Superior Courts of California, and published in the California Reports, California Appellate Reports, and California Appellate Reports Supplement, respectively (among others). 
  • Local Ordinances (Primary Source) – Counties and incorporated cities may promulgate local ordinances which are usually codified in county or city codes, respectively.
  • Secondary Sources – There are also several sources of persuasive authority, which are not binding authority but are useful to lawyers and judges insofar as they help to clarify the state of law. These include opinions by federal courts on state law, and opinions of other state courts on relevant issues.
California Codes

The official Codes are maintained by the California Office of Legislative Counsel for the Legislature. The Legislative Counsel also publishes the official text of the Codes publicly at leginfo.legislature.ca.gov.

California is unusual in that unlike 46 other states, it has separate subject-specific codes rather than a single code divided into numbered titles. Unlike the majority of states, contract law is fully codified in the Civil Code. 

Why Does Knowing About California Codes Matter?

“Military and Veterans Code” is just one code of the 29 California Codes, which is further divided into divisions, chapters, sections and articles.

These codes are legal authorities that state the duties and responsibilities of executing authorities such as governing bodies. In other words, it is the legal framework which guides local level government.

Sonoma County Veterans Memorial Buildings Advisory Committee

On April 29, 1980, the County of Sonoma Board of Supervisors established the Sonoma County Veterans Memorial Buildings Advisory Committee (“Advisory Committee”).

The principle office is fixed and located at the Sonoma Public Infrastructure Department (formerly General Services) located at 2300 County Dr., Suite A200 Santa Rosa, CA 95403. 

The purpose of the committee is to advise the Board of Supervisors on the condition of the Veterans Memorial Buildings, including but not limited to rental rate structure, usage, marketing, and capital improvements. 

The Committee consists of eight seats filled by veterans for each of the Veterans Memorial Buildings except Healdsburg, which is operated by the City of Healdsburg, and one seat is filled by a member of the United Veterans Council (UVC). 

According to the Advisory Committee By-Laws, “the Board of Supervisor’s shall appoint all members of the Advisory Committee, in the Board’s sole discretion, and the Advisory Committee members shall serve as and when determined by the Board and at the Board’s sole pleasure. (Res 18-0225)”

No compensation shall be given to the Advisory Committee members.
